[athen] Bylaws vote

We have finally reconfigured our election program to work in our new
campus security environment, thanks Vivek for rewriting most of the
code.

You should be receiving an email to vote on the proposed bylaws shortly,
as soon as we have completed this process I will announce the results
and we can move forward as an organization. Survey our,  bylaws soon
ratified, now all we need is the first issue of the
