I contacted our Blackboard collaboration partners on this topic. Here's her
response:

Hi Hadi,
I do not know who Gerry's "Blackboard people" are, but information on which
browsers are certified and compatible with each version of Blackboard
products
is released in the product documentation with that release. This is
something generally read first by System Administrators and then made
available to
all users in the format chosen by the institution.

Browser compatibility depends entirely on which version of Blackboard you
are using and when it was released. The best contact for this information if
you do not have Behind the Blackboard access as the administrator of your
school's system, is your System Administrator or Help Desk.
