[Athen] Discussion paper for AODA revisions to Ontario education

I've published a discussion paper related to the implementation of AODA here
in Ontario and the need to include the AODA standards in primary, secondary
and tertiary curriculum so our students don't have to be retrained on
graduation.

AODA is sort of like our provincial version of Section 508.
