[Athen] suggestions for university web accessibility guidelines/policy

We actually do not spell out the technical requirements. Instead, in
our current regulation, we point to the "(Federal) Access Board's
Electronic and Information Technology Accessibility Standards (36 CFR
Part 1194, hereinafter, the Access Board Standards)" and say Web pages
must meet this requirement. The regulation in it's entirety is at

Our proposed update to the regulation uses similar language of
referring to the Access Board’s Electronic and Information Technology
Accessibility Standards. This way, as those standards change our
requirements change as well.
