All the feedback supports making the PDF form accessible as well. There were two comments I learned from:
-- a fillable and accessible PDF form makes it more user-friendly for all users
-- make sure that the online form and the PDF form are the same

The benefits of providing a fillable and accessible PDF form are going to make the form more user-friendly.  An individual could type their information into the form, print the form, save a copy, print multiple copies for record keeping, quickly adjust mistakes, etc...

Personally, I like the benefits mentioned above, because I seem to always make a mistake when I fill-out a paper form.  I have to re-print the form, re-enter all the information by-hand, and hope I do not make more mistakes/typos on monotonous form questions .

I recently received the following question about a PDF form.

I'm looking for best practices and thoughts about whether a PDF form *must* be interactive in order to be considered accessible, even if the intent is that the form be downloaded, printed, filled out manually and mailed in (USPS). This process is offered, currently, as an alternative to filling out the form in an online application.

The online form is accessible to individuals with disabilities. Would you consider it best practice to make the PDF accessible in addition?
