Hi Dean:

I think you'll find this link on WebAIM's site helpful.  It presents a 
lot of important pieces of the puzzle related to captioning and Windows 
Media files.

It has code examples, as well as explaining differences between 
embedding and linking the files to be shown with captions.  It also 
highlights an important issue: while you may be able to get it working 
for Windows computers, there are issues with Mac support.  You may want 
to explore other options if being cross-platform is important.
