[Athen] blackboard courses

Hello,
Looking to chat with schools that are using blackboard/WebCT, with in-house development of fixed accessible templates and regulations?
Are there policies and procedures in place for your faculty do's and don'ts?  Such as limitations of Publisher electronic content embedded to the design of the course?
Please advise?
