[Athen] U of Montana Complaint and a Question

I assume most members have heard of the complaint against the U of Montana see: http://tinyurl.com/9kwswpj

My question: one item is that the chat features of Moodle are not accessible. Are the chat features of any LMS accessible?  And if they are not, how do we avoid this sort of complaint?
