[Athen] color contrast luminosity vs. difference in color brightness

Hello All:

I notice that Gez Lemon's color contrast analyzer checks for both *color
luminosity contrast* and *difference in color brightness*. However, WCAG
2.0 seems to have no reference to color brightness contrast although color
brightness contrast is addressed specifically in 1.4.3 Contrast (Minimum)
(found under Guideline 1.4 Distinguishable: Make it easier for users to see
and hear content including separating foreground from background
<http://www.w3.org/TR/WCAG20/#visual-audio-contrast>. Just wondering why.
Is color brightness contrast less important?
