[Athen] captions and transcripts for media

I agree 100% with Shannon. I would also add that while we typically think
of captions providing access for people who are deaf or hard of hearing,
they also provide access for other people. Such as for someone with an
auditory processing disorder or for whom English as a second language or
with attention deficit disorder, etc. Providing captions just makes good
sense.
