[Athen] Screen Reader and Browser testing

Hi all,
I have a frustrating question. When testing using JAWS and NVDA with Internet Explorer, FireFox, and Chrome, each combination can give different results for different pages and applications and pages within applications. Especially in complicated applications like Blackboard (our LMS). For example, with some combinations text boxes are labeled, but not with other combinations. First, since it's not really possible to test every possible page with every browser/AT combination, what are we supposed to do? Second, how can I give developers guidance to remedy issues when they might be different depending on the AT used?
