If there is someone who can support the student and use either iOS or Android devices, Office Lens can be a choice. Office Lens gives a very good recognition accuracy of Japanese and can produce PDF and Word files. It is even free of charge.

Hello,

 

The screenreader would need to be set to Japanese to read these characters, NVDA has a free download. Then when you OCR just make sure it is real text, and set the language if it is PDF format. 

 

Test it out with the student and see if this works, let me know how it goes.
