[Athen] Publisher response question

To put in my two sense worth, I think I am entitled since I have led the
nation effort in this space for most of the last 14 years. MH while
they used to be one of the best to deal with, have recently become one of
the worse. All the major publishers have retrenched in the last few years
due to the limbo that federal guidance is in. I actually always recommend
you go direct to th publisher. ATN is a publisher controlled publisher
funded source file system.

When it comes to print on demand or custom editions often times the
publisher does not maintain the source files. This means they cannot
reproduce them even if they wanted to. If it is a digital publication none
of the various "laws" are even relevant since the only speak to hard copy
print publications. One of the things that has become cloudy in recent days
is "what is the publishers responsibility". Frankly the do not have on.
Responsibility for compliance with Section 504 is entirely on the
institution you work for.

I know reality sucks.
