Hi Lorraine,
Do you mean audio description of the visual content in the video?
Here are two tools I know of, that might help:

   - YouDescribe: http://youdescribe.org/search.php (Works with youtube
   videos)
   - LiveDescribe https://livedescribe.com/pages/about (A tool you can
   download to add audio descriptions to any video, but web based tool only
   works with YouTube.
