Dear Colleagues,

Has anyone worked with ANSYS on their campus. ANSYS is Engineering Simulation Software used by multiple Engineering disciplines. They've refuse to add any compliance language to our contracts. Is this software that needs an exemption because it's not technically feasible to make accessible?

There are three converging events that require us to start thinking about and planning for a global inclusive education standard:



1. More countries are ratifying the UN Convention on the Rights of
Persons with Disabilities.

2. The UN Sustainable Development Goals for 2030 include Goal 4 which is
Education and Goal 4.5 which identifies inclusive education.

3. 3. We live in a global community with increasingly global
educational and employment opportunities.



If we fail to identify a baseline of inclusive education, we fail those of us with disabilities and the global community.

My understanding is that the only person who can download a YouTube video is the creator/owner.

That said, there are tools on the internet that enable you to download them (but are not legal to use). I'm not sure if the captions come along with it. I think you probably also need to be able to download the caption file.

If we are working with a student with disabilities, we often record the captioned video in Camtasia and then you have an offline version. This is also how we caption such videos as needed for students with low/no hearing. This is also "illegal". I'm not a lawyer but I have been assured that doing this for accommodations will trump any claim made against us that we are violating someone's copyright.

Some will go with the gray-area option of downloading the youtube clip for a user with one of the various "illegal" tools out there then create a new clip with captions embedded and provide that to the user.

It is possible to play YouTube videos + captions without Internet access...but it does require a few steps.

As others have said, there are tools available to assist in downloading of YouTube videos so you can play them offline. I won't delve into the legalities vs fair use vs accommodations.

For the captions there are also tools available to nab the captions from videos that have them as soft captions/subtitles (generally ones you can toggle on and off versus hard subs that are permanently on the video). I would recommend using a tool to grab them as a .SRT file.

There are free video players such as VideoLAN's VLC Player that can support playing a video with its accompanying .SRT file...though will require some setting up </> ( http://www.tomsguide.com/faq/id-1892893/srt-file-vlc-player.html ).

My particular use case when I had to do a one-off request was as follows (please be mindful this was a one off thing back in 2013)

So to recap...very much possible to do. Just have to find the tools to do it and will require some work to get it working.
