I would just stick with WCAG, and specify version 2, levels A and AA (or WCAG2 AA for short.)  They have not yet issued specific regulations for IT accessibility under the ADA, and Section 508 was just updated to use WCAG2 AA.  You could suggest they refer to the W3C's "Mobile Accessibility: How WCAG 2.0 and Other W3C/WAI Guidelines Apply to Mobile" draft Working Group Note for helpful guidance (https://www.w3.org/TR/mobile-accessibility-mapping/)

If they are building "native" apps rather than a web-based one, they should follow platform developers' guidance:
