[Athen] Weather alerts in residence halls?

ATHEN:

Has anyone encountered requests for weather alert systems for students who are Deaf or hard of hearing in housing/residence halls?  Such a system would provide an alert in instances such as when there is a tornado warning in the area if the student cannot hear the city/county sirens. Was it determined to be a personal item, university/residence hall responsibility, or local government responsibility?
