[Athen] Weather alerts in residence halls?

Does the student have a cell phone? I don't know about other people's
phones, but on mine I have an option in the Settings menu called "Emergency
Alert Settings" I automatically get weather and AMBER alerts. They appear
as written text, so they are accessible to a deaf person.
