[Athen] Fillable PDF Forms and VoiceOver

I used a Macbook Pro for a short time back in 2013 and did not have issues
filling out web forms. I did not have to fill out PDF forms, but I think
you should be fine creating a HTML version of the form. It's a shame that
PDF forms are still problematic, but I think people would be screaming
their heads off if they couldn't fill out web forms.
