I found a few links resulting in a 404 error (namely around macOS Zoom) just recently. The pages I was linking to were Apple Support pages and heavily referenced Sierra and High Sierra. Given the recent release of macOS Mojave, these may have been removed.

You can still use the Speech functionality in macOS via the right-click menu or by setting up a hotkey command (under System Preferences > Accessibility > Speech).

I suspect there will be additional information at some point.
