[Athen] DOE/DOJ webpage "not found"

Hi all ATHENites,

Am updating links for the grad course I'm teaching on assistive technology,
and all the links related to the Dept of Education, specifically OCR and
info on transition to college, come up with a "page not found" error. The
public facing page still exists and the links appear to still exist, but I
have not found one that actually goes to the right place or the right
information (or any information).

Does anyone know what happened to the links or if there are new ones? I
would appreciate any updated information so I can be sure to include
correct URLs to my students.
