Livescribe sells unlined journals:

Journals use paper that is roughly half letter size – 5.5"w x 8.25"h. Two 100-sheet/200-page journals are $24.95 from Livescribe, but I’ve seen them cheaper elsewhere — for example:

As for the purposes of the lines and the microdots, Douglass is correct — the lines are merely guides for human users. The seemingly-random microdots are actually a coded positioning system (think "paper GPS") which tells the smartpen’s IR sensor where it is on the page, on which page, and in which notebook or other Livescribe product without any other clues.
