I offered to ask Microsoft about this ability at the last call as both Zoom and Webex have APIs for assisting on this. I had a few false starts until I reached out to the Microsoft disability services help desk. They were very responsive.

They confirmed I was not the first to ask, especially since the pandemic started. And it is under investigation by engineering. They normally recommend the built in ASR live captioning but noted “ If you would still want to leverage CART/human-generated captions, you can invite a captioner to the meeting, and they’d be able to caption into a separate window.” I asked for an example and the reply was “this is typically provided by a captioning service. A group I have worked with in the past leverages the StreamText<https://nam11.safelinks.protection.outlook.com/?url=https%3A%2F%2Fstreamtext.net%2F&data=02%7C01%7C%7Cc4299fb261e14ef5fbca08d812229fb3%7C23c46d06c5e342e3b848763ebb02e6ad%7C0%7C0%7C637279287341135566&sdata=AzxdW8OBaE9fbMHPmXKChe3B%2BknUjE8MzHdOOXXh7dA%3D&reserved=0> web interface. “

To me this is a work around, but I thought I would share. And likely there are other ways as well.
