[Athen] does Gmail mess up reading order in PDFs when previewing?

I emailed myself a PDF using Gmail. I viewed the PDF in whatever tool Gmail
uses to preview a PDF. I am then using my iPhone with VoiceOver to check
the reading order that I have verified is correct in Adobe Acrobat Pro DC.
VoiceOver does not follow the reading order, jumping around in a somewhat
sporadic manner.

I tested the same PDF in iBooks and it seems to honor the reading order as
expected.

Anyone else run across this? If reading order is affected by how the PDF is
being viewed/previewed/opened, then that needs to be another consideration
in supporting end users/troubleshooting.

I know we say something like the following already, but the list of factors
seems to increase --

"Please tell me the device, operating system, adaptive technology, version
of adaptive technology (if applicable), internet browser, tool are you
using to view the PDF, etc. so I can figure out if it's the *actual file*
or the combination of the above factors that is causing a poor user
experience".
