And this is why WCAG can't be used to judge the accessibility of PDFs.
Another reason is that only the ISO's PDF committees can determine the
tag set used for PDFs.

PDF tags are different from HTML tags; some are the same, some slightly
different, and others are unique only the PDFs not websites.
