[eOutage] UPDATE: Partial Campus Outage

UW Information Technology site engineers have made great progress
restoring services to buildings impacted by the earlier 1:00PM power
surge. Over 50 devices and a dozen buildings have been fully
restored. As mentioned, we are prioritizing UW Medicine and student
housing first. The affected list is being updated as we go and will be
included each time we send an update. Next update will be 7:00PM.
