[eOutage] DUO authentication delay when using phone

[UW Information Technology's email notification service regarding widespread outages]

    At this time UW-IT Engineers are investigating the problems that are
   causing DUO authentication delays .
   DUO clients who use the phone callback feature may experience a delay
   in receiving the phone call.
   This is a known issue with Duo and they are investigating the issue at
   this time.
