[eOutage] RESOLVED: Winter quarter registration issue

At this time, UW Information Technology has resolved the issue
affecting the Student Personal Services web pages including MyPlan and
Registration that started at approximately 6:00 AM on 11/4/22.
.
A solution was implemented which has been tested, confirmed and is
being actively monitored. The underlying cause is now being
investigated. As a result, this Incident is resolved.
