[Athen] need to caption instructional video if followed by detailed text-based instructions

We have a video which is demonstrates the steps to perform various tasks in a software package, say, Microsoft Word.  Below the video, a text-based step-by-step tutorial with screen shots is provided.  In this situation, does the video need to be captioned?
