[Athen] accessible student portfolios

A while back, I was tinkering with Mahara, an open source e-portfolio
system that can plug into Moodle (but also works without). They claim "With
the right configuration, Mahara can be used by organizations that require
compliance with WCAG 2.0 Level AA in 2014.".
