[eOutage] Unable to log into Outlook/Azure - DUO/2FA known vendor outage

UW Information Technology is aware of an issue affecting DUO 2-factor
authentication causing users to be unable to log into Outlook/Azure
that began approximately 6:30am on 08/21/23.

This is a DUO vendor issue and we are actively monitoring for their
resolution of this issue. You can watch for updates on their service

There is no known workaround at this time.
